What the emoji means
is Fight Cloud: a rolling ball of dust with limbs poking out - the visual convention cartoons have used for a scuffle for roughly a century. Tom and Jerry, Looney Tunes, Asterix and countless comics all use the same shorthand, because it lets you show a fight without showing violence.
That is exactly why it works as an emoji. It signals conflict while staying comic and unserious.
How people use
- Arguments in the comments. The single most common use - dropping under a thread that has descended into bickering.

- Sport. Scuffles, rivalries, derby fixtures.
- Debate. Unicode lists debate and disagreement among its keywords, and it gets used for heated but harmless argument.
Because the cartoon framing is so strong, almost always reads as amused rather than alarmed. It is the emoji equivalent of pulling up a chair to watch.
