What the emoji means
is the Trombone: a brass instrument distinguished by its telescoping slide, which is what lets it glide continuously between notes instead of stepping between fixed ones.
It joined the emoji set in Emoji 17.0, alongside the harp, filling out an orchestra section that already had 🎺 trumpet, 🎷 saxophone and 🎻 violin.
The sad trombone
Unicode lists sad among the trombone's official keywords, which is unusual for an instrument and tells you how firmly one association has stuck.
The descending womp womp womp - properly a glissando, made possible by that slide - has been the sound of failure and anticlimax in comedy since vaudeville. It survived into radio, television and then into the internet, where it became a standard reply to anything disappointing.
Expect a large share of use to be exactly this: a compact way of saying "that did not work out", with none of the sincerity of 😢.
